Code 96

Code 96 on a Great Britain driving licence means allowed to drive a vehicle and trailer where the trailer weighs at least 750kg, and the combined weight of the vehicle and trailer is between 3,500kg and 4,250kg, according to DVLA. Read the code beside the category it applies to on the photocard; it records a condition or information about that entitlement.

What does licence code 96 mean?

Allowed to drive a vehicle and trailer where the trailer weighs at least 750kg, and the combined weight of the vehicle and trailer is between 3,500kg and 4,250kg. Earned by passing a shorter training course and assessment rather than a full test. It sits between plain category B and full BE.

The wording above is DVLA's own. The explanation is what it means in practice for somebody holding the licence.

What does licence code 96 cover when you tow?

Code 96 describes the B96 combination in the driving licence regulations. The towing vehicle must be in category B, the trailer's maximum authorised mass must exceed 750kg, and the combined maximum authorised mass must exceed 3,500kg without exceeding 4,250kg. GOV.UK's short code list uses a simpler description, but the regulations make clear that these are rated maximum weights, not whatever the trailer happens to weigh on the day.

Maximum authorised mass, usually shortened to MAM, is the maximum permitted laden weight printed for the vehicle or trailer. Add the car's MAM to the trailer's MAM when checking this licence combination. Emptying a caravan does not change its MAM. The actual loaded weight matters for roadworthiness and the manufacturer's towing limit, but it is a different question from identifying the licensing category.

Read the code alongside its category. B96 cannot turn a medium lorry into a category B vehicle. Other restrictions on the towing vehicle still apply.

Vehicle capability and roadworthiness limits are separate checks even when the licence category fits.

Do you need code 96 on a current GB car licence?

Usually the more useful question is whether you have full BE entitlement. GOV.UK's current towing guidance says drivers who gained a car licence from 1 January 1997 can tow a trailer up to 3,500kg MAM under BE. The 2021 amending regulations made BE automatic for anyone who has passed a category B test, and GOV.UK says DVLA will add BE to the physical card at the next renewal if it is not already printed. The current GB route is therefore not an application for a separate short B96 assessment.

The legislation still contains B96. It allows a GB licence for that class to be granted to someone who holds or has held a Community licence authorising it. This helps explain why code 96 remains in the code list and may appear in exchange or older licence histories. It does not mean a GB car driver must buy B96 training before towing a caravan whose rated combination is inside BE. Check what the issuing authority has actually recorded for you.

BE has a date distinction. An entitlement valid from before 19 January 2013 permits a trailer of any size within the vehicle's limits. A later BE start date limits trailer MAM to 3,500kg. The car's gross train rating still governs.

How do you check a car and trailer before collecting it?

Begin with your licence record. Use GOV.UK's View your driving licence service and inspect the categories and any attached codes. Then find the MAM on the car and trailer plates or in their documents. Do the licence sum with those two maxima. Keep the trailer's actual laden weight and the car's towing limit for a separate safety calculation. A hire company's brochure weight is often an empty weight, which is not enough for either decision.

Next read the car's gross train weight and trailer limit, normally on its VIN plate or in its handbook. The train weight caps the loaded outfit. GOV.UK says not to tow with a vehicle whose VIN plate has no train weight. Category entitlement cannot override the car's capacity.

Finally check the hardware. The DVSA towing checklist covers the coupling and breakaway cable, tyres, lights, even loading and a secure load. A trailer without brakes has its own loaded weight restriction in that guidance. Check the towbar and nose weight against the vehicle maker's instructions. If the trailer is hired, inspect its plate before signing for it and confirm the provider has supplied working lights and the right connector.

  1. Confirm your current BE or B96 entitlement with the issuing authority's record.
  2. Find the car MAM, trailer MAM and car gross train weight on the plates or official documents.
  3. Compare the combined rated weights with the licence category, then compare actual loading with the vehicle and trailer limits.
  4. Inspect the coupling, secondary connection, lights, tyres and load before departure.

Example

A Caddy Cargo towing a Bailey Phoenix 440

Caddy Cargo SWB 2.0TDI 102PS gross vehicle weight
2,220kg
Phoenix 440 GT75 MTPLM
1,370kg
Caddy braked trailer limit and gross train weight
1,500kg and 3,720kg
  1. Add the published ratings: 2,220kg plus 1,370kg is 3,590kg.
  2. That is inside B96, since the trailer exceeds 750kg and the rated sum is within 4,250kg.
  3. The caravan's 1,370kg rating is below this Caddy's 1,500kg braked limit; the rated sum is also below its 3,720kg train weight.

The published standard specifications fit the B96 band and the Caddy's stated limits. Check the actual plates, loading and driver's record.

What if the plated combination is just over 4,250kg?

Code 96 stops at its combination ceiling. An almost empty trailer still brings its plated MAM into the licence calculation. For a current GB car licence, check full BE next. The 2021 amending regulations give BE automatically to anyone who has passed a category B test, and GOV.UK says it permits a trailer up to 3,500kg MAM for drivers licensed from 1 January 1997. Inspect the record before treating 96 as your limit.

For a vehicle heavier than category B permits, the licence issue changes again. GOV.UK directs drivers who need to tow heavier vehicle and trailer combinations beyond their current licence towards provisional C1E entitlement, a lorry theory test and a C1E practical test. The B96 code does not stretch to a medium lorry because its definition begins with a category B towing vehicle.

Example

A Transit Custom towing a Swift Challenger 580

Transit Custom Trend 280S double cab-in-van 136PS manual GVM
2,845kg
Challenger Grande 580 MTPLM
1,600kg
Ford braked limit and gross train mass
2,500kg and 5,345kg
  1. Add the manufacturer maxima: 2,845kg plus 1,600kg is 4,445kg.
  2. The sum exceeds B96's 4,250kg ceiling, although this caravan is below Ford's 2,500kg braked limit.
  3. Check for BE on the driver's licence and confirm the actual outfit remains below Ford's 5,345kg gross train limit.

Code 96 alone cannot cover it. BE may do so, with the actual vehicle plates and loading checked.

Can you tow with an electric van, a hire car or an older licence?

Electric and hydrogen vehicles need a fresh weight check. GOV.UK now allows a qualifying zero emission vehicle up to 4,250kg MAM on category B, while the normal petrol and diesel B vehicle limit is 3,500kg. That change concerns the towing vehicle's category and does not rewrite the B96 definition or the car maker's train weight. In particular, do not assume that because a heavy electric van itself fits B, every trailer combination it can physically move fits a code 96 entry. Use the current category rules and your actual licence record.

For a hired car or trailer, ask for its MAM and train figures before collection. Check the policy and hire agreement for towing. DVSA's national driving standard notes that not all insurance policies cover towing a trailer or caravan. A hire agent handing over keys cannot grant a missing category.

A pre 1 January 1997 car test may carry wider historic rights. GOV.UK gives a usual combination limit of 8,250kg MAM, but directs drivers to check their own record. A later photocard layout does not tell the whole story.

What changes when you tow through Northern Ireland or abroad?

Northern Ireland licences are issued by the Driver and Vehicle Agency. Its code list describes 096 as the code for a driver who has completed training or passed a test of skills and behaviour under the Annex V provisions. DVA publishes separate towing guidance. Use its record for a Northern Ireland licence instead of assuming the GB automatic BE entry has been applied.

For a journey abroad, check the destination's acceptance of your licence and the trailer paperwork. GOV.UK says trailers over 750kg must be registered to travel in or through most European countries, with specified exceptions including Ireland. Registered trailers need their own registration plate and a certificate available for inspection. That duty is about international trailer identification, not a licence upgrade. The fact that you hold code 96 does not register the trailer for you.

For overseas hire, ask what licence evidence the firm requires. A GB check code lasts 21 days. Take the photocard and trailer documents too.

What happens if you tow outside your entitlement?

In Great Britain, section 87 of the Road Traffic Act 1988 makes it an offence to drive otherwise than in accordance with a licence. A driver whose only relevant trailer entitlement is B96 cannot use that code to authorise a combination beyond its ceiling. A separate BE or higher entitlement may change the answer, so check the official record before accepting that there is an offence. Driving an overloaded or unsafe outfit can raise different offences even where the category is right.

DVSA warns that a dangerous vehicle can bring a fine, a ban and penalty points. That warning concerns condition, not the punishment for exceeding code 96. If the trailer snakes, ease off gently. The Highway Code bars trailers from the right hand lane of a motorway with three or more lanes.

If a check reveals a problem before travel, change the vehicle, trailer or driver and recheck all relevant plates. A missing category entry on the photocard should be checked online before buying another course or attempting to tow. If the DVLA record itself appears wrong, contact the agency and give it the category and test history. A pending query is no substitute for a valid entitlement on the road.

Common questions

What does code 96 mean on a driving licence?
Allowed to drive a vehicle and trailer where the trailer weighs at least 750kg, and the combined weight of the vehicle and trailer is between 3,500kg and 4,250kg. Earned by passing a shorter training course and assessment rather than a full test. It sits between plain category B and full BE.
Where is code 96 printed?
Column 12 on the back of the photocard, on the same row as the category it applies to. A code against one category does not apply to the others, so you can be restricted on a car and unrestricted on a motorbike.
Is code 96 a UK code or a European one?
It is from the harmonised European set, so it reads the same on a licence issued anywhere that set applied. DVLA publishes it in one flat list with the UK codes and does not label which is which.
What happens if I drive outside a code?
It is driving otherwise than in accordance with a licence, endorsement code LC20, which carries 3 to 6 penalty points. It can also affect an insurance claim, because the policy assumes you were entitled to be driving.
Is B96 still needed for a caravan in Great Britain?
Under the 2021 amending regulations, a category B test pass brings BE entitlement automatically in Great Britain. BE generally gives a wider trailer entitlement than the B96 range, so most GB drivers should check their BE entry before looking for a B96 route. The physical card may wait until renewal to display BE, while the online record shows the categories you can drive. B96 still exists in legislation and can appear with particular licence histories, including eligible Community licence holders. The caravan must also fit the car's towing and train weight limits.
Do you add empty weights or plated weights for code 96?
Use the maximum authorised mass of the towing vehicle and trailer. The regulations define B96 using those maximum ratings. GOV.UK explains that MAM includes the maximum load each unit is permitted to carry. A lightly loaded caravan keeps the MAM on its plate, so taking out luggage does not move a rated combination into the B96 band. Separately, the car's actual loaded train must stay within its gross train weight, and the actual trailer load must be within the manufacturer's towing limit. Those checks answer different questions.
Can code 96 cover a trailer above 4,250kg combined MAM?
Not by itself. The published B96 definition ends at a combined maximum authorised mass of 4,250kg. If your rated sum is higher, inspect the full BE or other relevant entitlement on your driving record. GOV.UK says a current BE entitlement usually permits a trailer with MAM up to 3,500kg when its valid from date is on or after 19 January 2013. The vehicle's own towing capacity and gross train weight remain binding. Removing cargo does not alter the plated sum used to identify the licence combination.
How do I get code 96 added to my GB licence?
For most GB car drivers, that is the wrong application to pursue. Anyone who has passed a category B test gets BE automatically under the 2021 amending regulations, and GOV.UK says DVLA will add it to the physical card at the next renewal if it is missing. The driving licence regulations provide for B96 to be granted where a person holds or has held an appropriate Community licence. If you believe an exchanged or older entitlement has been omitted, compare your online record with the previous licence and contact DVLA. Do not assume paying for a towing course changes the licence record.
Does BE on the online record count if my card omits it?
GOV.UK says DVLA will add BE to the physical licence at the next renewal when it is not already there. View your driving licence is the way to check the categories the agency currently records. That distinction is useful if an older card lacks the printed BE line. Carry the photocard and, for a hire arrangement, ask what evidence the provider requires. If the online record is inconsistent with your test history, contact DVLA before using the disputed entitlement rather than relying on a general statement about automatic additions.
Can an electric van over 3,500kg use the B96 range?
The recent zero emission rule allows a qualifying electric or hydrogen vehicle up to 4,250kg MAM under category B. It does not turn code 96 into a general allowance for any trailer behind that van. B96 still describes a category B towing vehicle and a combination in its specified rated weight range. Check the current vehicle category rule, the exact licence entitlement and the manufacturer's train weight. A heavier vehicle may use most or all of the B96 combination allowance before a trailer is attached.
Do I need another plate for a trailer taken to Europe?
Potentially. GOV.UK says trailers over 750kg must be registered before driving to or through most European countries, with listed exceptions such as Ireland, Cyprus, Malta and Spain. Where registration is required, the trailer needs its own registration plate and certificate, separate from the towing vehicle's plate. A route through a country that requires registration can trigger the rule even if your destination is an exception. This is separate from code 96 and from the towing vehicle's technical limits. Check your route and trailer MAM before departure.
