Discounts
- Residents' Discount: 90% off (£1.80 a day) for residents of the residents' discount zone, £10 annual registration; from 1 March 2027 new applicants must have an electric vehicle unless receiving specified benefits, existing holders keep it for all vehicle types.
- Cleaner Vehicle Discount (from 2 January 2026, Auto Pay only): 25% for electric cars (£13.50), 50% for electric vans, HGVs and quadricycles (£9); reduces to 12.5% and 25% from 4 March 2030.
- Blue Badge holders: 100% discount, £10 to register, up to two vehicles.
- Vehicles with 9 or more seats: 100% discount on registration.
- Accredited breakdown vehicles and certain others: 100% discount on registration.
Exemptions
- Two-wheeled motorcycles, mopeds and sidecars.
- Taxis (black cabs) actively licensed by TfL; wheelchair-accessible private hire vehicles only while on a private hire booking.
- Emergency service vehicles (ambulance and fire engine taxation classes), NHS vehicles exempt from vehicle tax, disabled taxation class vehicles.
- Vehicles taxed as buses.
- No charge from Christmas Day to the New Year's Day bank holiday inclusive; no charge outside 07:00 to 18:00 weekdays and 12:00 to 18:00 weekends and bank holidays.
History
Introduced 17 February 2003 at £5 a day; rose to £8 (2005), £10 (2011), £11.50 (2014) and £15 (June 2020). After a May to August 2025 consultation the charge rose to £18 (£21 late) on 2 January 2026, the old 100% Cleaner Vehicle Discount for EVs ended on 25 December 2025 and a tiered EV discount began 2 January 2026. TfL now has a mechanism to raise the charge annually in line with Tube fares (inflation plus 1%) without consultation; the next reduction in EV discounts is dated 4 March 2030.
