Does a 2015 petrol car meet the ULEZ standard?
2015 is the year the standard changed for petrol, so the year on its own cannot answer it. A car registered early in 2015 and one registered late in 2015 can be on opposite sides of the line, and only the V5C settles which.
The standard comes from the registration date read against the dates each Euro stage became compulsory for new car registrations. It is an inference. The Euro status itself is the entry at V.9 of the V5C, which the DVLA vehicle enquiry service also shows, and the manufacturer's certificate of conformity settles it if the record is wrong.

- Is a 2015 petrol car ULEZ compliant?
- 2015 straddles a Euro boundary for petrol, so the year alone cannot settle it. Check the Euro status entry at V.9 of the V5C, the DVLA vehicle enquiry service or the certificate of conformity, or use the exact first registration date, and compare it against the Euro 4 pass mark.
- What if the V5C shows a different Euro standard?
- The V5C wins. Some manufacturers certified models to the next standard ahead of the deadline, so a car can hold a higher standard than its registration year implies. The zone cameras are matched against the record, not against the year.
- Does the Congestion Charge work the same way?
- No. The Congestion Charge is a charge for entering the zone rather than for what the vehicle emits, so the Euro standard makes no difference to it. A brand new car pays it exactly like a twenty year old one.
- What about the Scottish zones?
- There is no charge to pay in Glasgow, Edinburgh, Dundee or Aberdeen. A non compliant vehicle is not allowed in at all, and the first camera capture is a penalty rather than a daily charge, which doubles for each repeat inside 90 days.
