Does a 2014 diesel car meet the ULEZ standard?

No. A diesel car registered new in 2014 had to meet Euro 5, and the pass mark for a diesel car is Euro 6. It pays the daily charge in every zone that charges cars.

The standard comes from the registration date read against the dates each Euro stage became compulsory for new car registrations. It is an inference, and the V5C is the authority: section D.2 carries the Euro status DVLA holds, and the zone cameras are matched against that record.

Common questions

Is a 2014 diesel car ULEZ compliant?
No. A diesel car first registered in 2014 had to meet Euro 5, which is below the Euro 6 pass mark. It pays the daily charge in every zone that charges cars.
What if the V5C shows a different Euro standard?
The V5C wins. Some manufacturers certified models to the next standard ahead of the deadline, so a car can hold a higher standard than its registration year implies. The zone cameras are matched against the record, not against the year.
Does the Congestion Charge work the same way?
No. The Congestion Charge is a charge for entering the zone rather than for what the vehicle emits, so the Euro standard makes no difference to it. A brand new car pays it exactly like a twenty year old one.
What about the Scottish zones?
There is no charge to pay in Glasgow, Edinburgh, Dundee or Aberdeen. A non compliant vehicle is not allowed in at all, and the first camera capture is a penalty rather than a daily charge, which doubles for each repeat inside 90 days.
