How and when to pay
- Paid at the barrier when you pass through the toll plaza (no free-flow). T-FLOW accounts must stay in credit; the barrier lifts automatically via ANPR.
- At the plaza: cash with the correct change (no change given) or contactless/debit/credit card in the AUTO lanes; no discount for cash or card. T-FLOW pre-paid video-tolling account (free to register, top up by card or monthly Direct Debit, all vehicle classes) at merseytunnels.co.uk; customer services 0300 131 2881.

No PCN regime because tolls are collected at barriers. An additional £16 administrative charge is added if escort fees or outstanding tolls remain unpaid after 14 days.
Discounts
- Liverpool City Region Residents' Discount: Class 1 T-FLOW toll £1.60 instead of £2.40 for residents of Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral who are the registered keeper, private journeys only; registration free but pre-payment required
- T-FLOW account: Class 2 £4.00 (vs £4.80), Class 3 £6.00 (vs £7.20), Class 4 £8.00 (vs £9.60); Class 1 non-resident pays £2.40 either way
Exemptions
- Mersey Tunnels Concessionary Travel Scheme: Blue Badge holders receiving DLA highest rate mobility, PIP enhanced mobility, war pension mobility supplement, or over 65 on highest rate Attendance Allowance get free journeys: 200 a year if living in Liverpool, Wirral, Sefton, Knowsley or St Helens, otherwise 40 a year
- Emergency vehicles and local buses are referenced as exceptions to the Queensway 3.5t weight limit; no general toll exemption for them is published on the pages fetched
History
Queensway (Birkenhead) tunnel opened 1934, Kingsway (Wallasey) 1971; tolls are set by the Combined Authority under the Mersey Tunnels Act 2004 and loans run until 2048. T-FLOW video tolling introduced 2021, tap-and-go card payment November 2024. The resident discount toll rose 10p to £1.50 on 1 April 2025 and to £1.60 on 1 April 2026; the cash/non-resident Class 1 toll rose 10p to £2.40 on 1 April 2026, below the £2.90 authorised maximum. Classes 2 to 4 were unchanged in April 2026.
