Driving in Manchester

Manchester has no clean air zone, low emission zone or congestion charge. Nothing about the age or fuel of your car changes what it costs to drive into the city, and the only motoring charges that apply are the national ones.

The government approved Greater Manchester's investment plan in January 2025. No car, van or taxi pays a Manchester Clean Air Zone charge to enter the city. The ten Greater Manchester councils have taken down the old zone signs, and Greater Manchester Police now uses the zone's cameras to detect crime. The current plan funds cleaner buses, taxi upgrades and traffic flow measures. On the A57 Regent Road those measures include a limit cut from 40mph to 30mph, plus yellow box enforcement there and on Quay Street.

The contravention code on the notice decides the band. Parking on a restricted street during its controlled hours is a higher level matter at £70. So is using a residents' bay without the permit that belongs to it. Staying beyond paid time in a pay and display bay is listed at the lower £50 level. An invalid permit and poor positioning within a marked bay are also lower level examples. Read the code before paying: two cars in the same street can receive different amounts because the restriction each breached is different.

Early payment reduces the amounts to £35 and £25 within 14 days. Council photographs can take 24 hours to appear online; record the street sign yourself before leaving.

Use the council's evidence portal and PCN number first. For a windscreen ticket, explain the sign or bay and attach photographs or payment proof in an informal challenge. Submit during the initial 14 days to preserve the discount. Manchester restores a 14 day reduced payment period after rejecting a timely challenge. Keep the acknowledgement and decision.

If the PCN remains unpaid, the registered keeper may receive a Notice to Owner. That is the moment for formal representations, through the portal or by writing to Parking Services at PO Box 532, Manchester, M60 3NZ. A rejection at that stage gives access to the independent Traffic Penalty Tribunal. The tribunal is free and its decision binds both parties. A Charge Certificate follows if the formal stage is lost or left unanswered; by then ordinary appeal rights have ended and the amount rises by half.

Oxford Road is the location many drivers misread. Its bus gates limit sections to buses, black cabs and pedal cycles from 6am to 9pm every day. The council identifies directional restrictions from Whitworth Street West towards Portland Street, from Cavendish Street towards Hulme Street, and from Devas Street towards Dover Street. The red circle showing a motorcycle above a car means ordinary motor vehicles cannot pass. A taxi booking or a sat nav instruction does not give a private driver permission to follow a black cab.

For other bus lanes, a sign without times means the restriction applies all day. Crossing a broken white line to turn left is different from travelling along the lane. The council says it checks recordings for obstacles, emergency vehicles and accident avoidance, but keep dashcam evidence if an emergency forced a brief entry.

Moving traffic cameras also cover Deansgate box junctions at Bridge Street and John Dalton Street, and at Quay Street and Peter Street. George Leigh Street and Radium Street have enforced one way restrictions. The moving traffic PCN is £70, reduced to £35 within 21 days.

Manchester's central pay and display area has different zones and maximum stays. Zone 1 is a useful warning against treating every city centre bay as an all day space: the limit is two hours. The council publishes £2 for up to 30 minutes, £4 for up to one hour, £5.50 for up to an hour and a half, and £7 for up to two hours. Charges apply between 8am and 8pm throughout the week, except bank holidays. A Blue Badge holder is outside those particular time and charge limits, but must still obey restrictions on where parking is allowed.

A free period after 8pm does not cancel a loading or suspension restriction. An overnight car needs a valid arrangement when charging resumes in the morning.

Only residents of buildings approved for Manchester's city centre scheme can apply. The address determines which zone permits are available, and there is a waiting list once the capped supply is taken. These permits do not promise an individual space. They allow the named vehicle to use qualifying pay and display bays in its permit zone during specified hours. The council limits a household to two permits and makes the second dearer, so check eligibility before planning to keep several cars on the street.

Annual prices run from £250 for Zone 3 C1 to £750 for Zone 3 C2, with different permitted hours. Apply with address proof, insurance and the V5C or company car evidence. City centre visitor permits are unavailable; Zone 4 instead offers a £10 whole weekend paid tariff.

East Didsbury is a concrete option for a south Manchester approach. TfGM lists its Parrs Wood Lane site at M20 5NP, with free parking for passengers holding a valid Metrolink ticket. The parking is free, but the tram is a separate paid journey. The site has a 2.4 metre height restriction, so a taller van must check access before turning in. TfGM also lists facilities at Parkway in Trafford Park and at several other approaches to the centre; choose the site on your incoming line rather than crossing the city in search of a bay.

East Didsbury permits overnight parking on Friday and Saturday, with collection by noon the next day. On other days, TfGM requires departure before the tram service ends. Check the whole party's tram fares when comparing this choice with a car park.

Manchester points drivers to Greater Manchester's Be.EV public network, managed by Transport for Greater Manchester. Ancoats Mobility Hub also provides resident and visitor charging. A published charger count does not guarantee an available socket. Check the connector, live tariff and parking terms before arrival.

The DVSA active station list gives 39 stations in the Manchester postcode districts used for this page. The table distinguishes those selected districts from the whole M postcode area. That distinction matters when a search result says Manchester but the garage sits in a neighbouring borough. Check the station's address, the vehicle class it is approved to test and appointment availability before travelling. A garage can carry out repairs without being an authorised MOT test station, and a station authorised for cars need not test motorcycles or heavier vehicles.

Check the vehicle's actual MOT expiry and confirm the station can test its class. A listing says nothing about appointments or inspection outcomes.
